At a Senate Agriculture, Nutrition & Forestry Committee hearing on May 12, 2026, Sen. Marshall pressed the Fertilizer Institute on phosphate spot pricing for Kansas growers heading into fall planting. Fertilizer accounts for as much as 40% of a Kansas farmer's input costs in a planting season. The hearing followed Doc's introduction in April of legislation to eliminate the Biden-era countervailing duties on Moroccan phosphate fertilizer, a change Doc has estimated would cut input costs by roughly 20 to 25%.
