Lowering Input Costs for American Farmers Act

On April 28, 2026, Sen. Marshall introduced the Lowering Input Costs for American Farmers Act (S. 4418, with a House companion H.R. 8583 led by Rep. Miller-Meeks) to eliminate the Biden-era countervailing duties on phosphate fertilizer imports from Morocco. Doc is the lead Senate sponsor; cosponsors include Sens. Grassley (R-IA), Hyde-Smith (R-MS), and Ernst (R-IA). The bill is projected to cut phosphate fertilizer costs by roughly 20 to 25%, about $150 per ton, for American growers. Texas A&M's Agricultural and Food Policy Center estimates these duties have cost U.S. farmers $6.9 billion between 2021 and 2025. The bill is now in the Senate Finance Committee.
