Build the Wall Act

Pays to build and maintain physical barriers on the southern border by redirecting unspent COVID-era state and local stimulus funds into a dedicated DHS construction fund.

The bill

What it does.

The Build the Wall Act funds the physical barrier on the southern border without adding to the deficit. It takes any unspent COVID-era state and local stimulus dollars (the ARPA recovery funds) and redirects them into a dedicated DHS Southern Border Wall Construction Fund for building, replacing, and maintaining the barrier.

Sen. John Barrasso (R-WY) is the lead sponsor; Doc cosponsors alongside Sens. Lankford, Lummis, and Risch. The bill was introduced on January 9, 2025 and is in committee.

It pairs with the broader border work Doc has supported: the Laken Riley Act (S. 5), the HALT Fentanyl Act (S. 331), and the Senate push that locked border-enforcement funding into the Working Families Tax Cuts package signed July 4, 2025.
